Firstly, please don't go making sweeping generalisations. The canals are home to an extremely diverse population. Much like anywhere else really. I've just watched that clip - who did you think was particularly smug? Maybe knowing their side of the story a bit better means I don't see the smugness?
The problem is that they're actually right. CRT are making up rules and enforcing them without making it clear what their expectations are. Then when people "break" the made up rule they get sent letters threatening eviction etc. When those people seek clarification on how they can comply they are given vague answers (because CRT know they can't legally give a specific answer).
There are quite a few of people who have been fighting this fight for a long time, they're in the right and they know it. It's only recently that there has been any sort of press coverage.
