What on earth is going on with this? Non-original forks messing up the Geo? It looks like it'd have a sloping top tube with regular forks. Rear triangle is weird.

Sexy tight tolerances!

It's a town bike, probably made for 27", (Ellis Briggs was big in the 60s/70s I think, loads of them round here) it is what it is. However, I'm not convinced it is what it proclaims to be. Forks are certainly replacements, and I can't figure out what's going on with the rest of it.
