My solution for this is to always carry pair of 3/4 waterproof MTB shorts and knee length sealskinz socks.
Benefits:- Not boil-in-bag like with trousers. Yet plenty waterproof.
- Relatively easier to just pop on in a bus shelter when the rain starts. (People look at you funny when you mess about with trousers in public)
- Fairly easy to fold small and keep in a compartment in my bag.

Can anyone recommend a pair of waterproof over trousers to keep in my bag for sudden downpours on the commute? I'd like to be able to put them on without having to remove my shoes and for them not to interfere with the drive train.
