If anyone wishes to report Parkes, or indeed anyone who abuses/threatens you online there's a wealth of information on what to do here: (new legislation is coming into play on a regular basis, but this site is excellent)

EBay do have a duty of care to protect it's members from Hate Crimes. Unfortunately that duty of care has never been tested in British courts.
