How is your PayPal linked to your bank account?
If via card may be worth speaking to your banks cards team, if by direct debit they may still be able to help.

I bought a bike (https://www.lfgss.com/conversations/282309/) a couple of months back and have not had a great time with the seller. I asked them to let me know if the bike had any rust or major tarnishing as I wanted the parts for another frame. The seller responded and said not much and specifically said there is a bit on the derailleur bolts and spokes, so I thought great, I'll have it. I wanted the wheels, derailleurs and shifters for another bike.
When it arrived the bike had quite considerable rust on it. The frame has numerous patches (although surface only), the quick release skewers were covered in it, the shifters were rusted to the frame (and rusted together) and would only come off with considerable force (and the death of the shifting band) and so on and so forth.
I wouldn't normally mind but having asked the specific question, and being given a specific answer, I was a bit put out. I contacted the seller who said they were sorry I was disappointed, and said they'd dig out some skewers I could have. Any questions I raised about the other bits were ignored. After 8 weeks ish they finally said they had no other skewers, and that was that. Clearly didn't really give a shit.
I wrote back over a week ago saying I still wasn't pleased but they didn't bother responding. I've been really polite and reasonable, have had to wait at least a week between their responses and frankly, they seem completely unaware that if you sell something it's at least a basic request to describe it accurately, or at least maintain a dialogue to explain why they think they're correct.
I can't be arsed sending it back. With a few good hours on the wire wool and rust remover, most of it came off and the bits I wanted have come up ok, aside from the shifters which are binned. I just thought I'd post on here as feedback of my experience. I appreciate they have a busy job and a new child etc but when you sell something, you also have a responsibility to communicate and accurately describe things.

Bike has now been collected and is in transit! I got some weird emails from paypal supposivly which were asking for more details on the case which got me worried. They were weird because the grammar was off and a few of the sentences didn't make sense. Phoned PayPal and they just said ignore them and send it so all is sorted now! Just have to wait for my refund and I can find something new :~)
