Steco headtube mounted front rack

Front rack that mounts to your headtube so it doesn't move with your front wheel. Couple of scratches on the paint from a skateboard and other stuff but nothing mayor. Rated for 15 kg's but i've carried people on it. Mounts with two U bolts. I'm located in the Netherlands, 35 incl shipping. Looking for a nice quill stem and some nice risers so might swap if you got something interesting.

How does it attach to the frame, is it to the forks or screws into the break calliper hole?

On the headtube, it doesn't move with your wheel or fork.
