Get the frame fixed wih 10% of the refund, build it and post it in rat bikes.

He's just sent me another message saying that he's removed the money from his paypal, he will not refund me, and that he'll continuously complain to paypal.

He can withdraw the money and close down his bank account I suppose, but then PayPal will have appropriate partners to collect the money from Mr Cunt Seller, probably by paying him a nice visit.

Been on the phone with paypal and they've said that I need to send it back to get the refund. If he doesn't accept the parcel, the money is refunded to me. The tracking just needs to show that there was a delivery attempt

Bah, just send a small parcel with loads of jerk fish in it and send it to him. Give paypal trackng. When he accepts the parcel because he thinks its something else then you receive refund. Win/Win situation.

Parcel2go quoted me 60quid for a 26" 5kg wheel to new york, and checked price for a frame box to south korean. not cheap but an alternative -

Is there not a cheap boat based shipping that takes ages? Doesn't really matter when it arrives as long as you have a tracking number and send it right? If he's not accepting it anyway you'll get it back in 3 months and already have most of the cash back.

Okay that might be the way to go. It says delivery is within 15 days which is fine. Am I right that as long as it has some kind of tracking it'll be fine?

So it gets posted to the postage supermarket first and then they send u another tracking number depending on whom they use. So yes, as far as my experience goes it's all trackable etc. T
Tell PayPal what's he saying. They'll likely see it as very suspicious or uncooperative and probably force refund you from his account.
