Which ATAC's are those? These might be lighter but £££ and an older model:
SuperSix Evo fork would save some weight if it fits the steerer.
Zonda wheels maybe? Seem a good price for the weight.
Fizik Cyrano R3 bars are a bit lighter too, but wouldn't bother if you're happy with the Deda shape.
Nice to enjoy older bikes like this for what they are rather than trying to WW them. My Peugeot 653 weighs 10kg but I love it and it's fast.

Sorry, can't help myself: even if the Evo fork were to fit the non-tapered headtube you'd save yourself a paltry 20g or so - the Time fork is seriously light. The Evo Hi-mod frameset would have about 3-400g over this frameset.
