Okay, it's probably best to elaborate further; weight of the bicycle is not important however the weight of the luggage can make a noticeable difference to the point that you end up needing a smaller chainset go compensate.
Ortlieb are very tough but the flaw is that it's very heavy, and the mounting are not stable especially off roading compared to the old bungee core one.
Bike packing gears is a lots more reliable and durable nowadays, it was flawless on my 1 months tour on a fixed wheeler to Morocco, even Ortlieb is now making bike packing stuff.
My suggestion of mixing it is using your panniers but add a frame bag for extra capacity without increasing weight (save a huge amount of weight when you switch from those heavy Ortlieb handlebar bag to a 300g framebag).
I just can't get on board with weight not mattering at all. Why would people be careful not to pack too much and go minimalist if it doesn't. It's difficult to put enough stress on the fact that I am always compromising, and weight is 3rd in the list after price and functionality, if I am choosing between similarly priced similarly functional bikes and one is much lighter then I will choose that one.
The main thing I have against bikepacking stuff is I don't own it yet, whereas I do own decent ortlieb panniers, which have been completely flawless for me. I see no reason to change them for anything when that means further expense, and from what I can see a bit more faff. Also they mostly seem to use velcro, which is a rip-off.
