The bosses is for the lowrider rack, least you got a mount on the fork for the porteur rack.
I'd go for the cheap and cheerful Gamoh Porteur, used to have one, bit flexy but on an upright bike, it work well.

Surly 24 pack, I have one I'd recommend, way more sturdy than the pizza rack.

Surly Rack. I have one on my Cross Check and it mounts to the mid-fork and fork crown eyelets.

It has these bosses halfway down the fork leg. Surely there's one off the peg that bolts to these and the brake hole in the crown?
I can't find one for the life of me though.
