You can get anything from 25mm to a 32mm tyre on that bead width. 27x1 tyres are pretty hard to find, more common are the 28s and 32s designated as 27x 1 & 1/8 and 27x1 & 1/4.
A slightly wider 700C tube (700x28 or above) will fit a 27" wheel no worries.
If you get stuck locally I've likely got a tyre/tube I can dig out the garage and post but I'd have to fold the tyre figure of 8 to keep it within royal mail sizing.

Anybody got a crappy 630 x15 tyre and tube they don't need ?
Condition irrelevant just needs to hold air , needed for bike smuggle project !
