The notable exception being earlier Cinelli (up to the early/mid-Nineties I think), which are 26.4mm.
I have seen occasional references to 25.4mm (and others), but I'm not sure that I trust the sources and either way they are very much the exception to the rule.
So much so, that if I would be inclined to question the measurements.
