I never said it wasn't but there are different levels of dangerousness which you keep on saying doesn't exist. Someone who speeds by a few mile an hour is not as dangerous as someone that does double the speed limit. This is reflected by the penalties you receive when caught.

A few miles an hour's over the limit is already fucking dangerous.
