probably yes, or not.
deppending how worn is it and tyre pressure.
You made me remember the first time I saw a rim broken on the brake surface.
It was a mtb wheel and it completely snapped like a beer can. I didn't understand why until lbs owner explained me why -

They won't explode. I've ridden rims that had holes worn in them, worked fine.

Ever been on one when its gone bang?
I was riding a bike back home from the shop I worked in at the time. I knew the rims were dead but just needed to get it home. Only 2-4 miles so I'll be fine. Must've warmed up a bit much from braking coming down a hill. I went round the corner (thankfully onto a flat quiet road). I thought someone had shot at me. I managed to leap over the bars rather than landing on my face. Half the rim was split and touching the opposite side of the wheel. Had to carry it the rest of the way. Good times.

A heavily worn rim can definitely fail without braking being applied.
The wall thickness is diminished, the rim is weaker, you can hit a bump and the change in tyre pressure (or hitting something so hard you hit the rim) can blow the side wall out of the rim. Or you could just be pumping you tyre up and it'll go. I've seen both on heavily worn rims, as others have said it all depends how worn it is.

I've seen a lot of member's bikes posted here with forks that definitely look they've been tweaked at some point.
Anyone want to check out my post in another thread about re-raking a fork? The section doesn't seem to get a lot of traffic and even the smallest of help would be appreciated.Figure the Rat section would be the best place for steel bending advice....

Indeed, crashed/tweaked whatever... Steel forks needn't mean the end of the road and with a bit of gentle persuasion can be put right...
These Columbus forks were quite obviously stacked but after a lunchtime's worth of tweaking I trusted my "cold set" enough to ride it proper.
(Obviously your experiences may differ significantly)
