How much will I be spending for something that is noticeably lighter and better performing than the Sciroccos. Would Shamal Ultras be worth the extra money?

Sbc built me an entirely inappropriate 24h rear wheel that has done loaded touring and 27 sections of Pavé without going slightly out of true. Wheel wizards.

so that's SBC 3, everyone else 0.

Pretty solid recommendations there.

Or just support your local bike shop? It's not like you're looking for a specialist build - any good mechanic will build you some commuter wheels.

I can't think of any question to which modern Shamals are the answer. If you want to go faster than cheap-ish metal wheels allow, you need to look at aerodynamics.

I don't think I've ever noticed a difference between different aluminium wheels, your Sciroccos are fine. If you want something different perhaps deeper Chinese carbon ?

Enve 3.4 vs 4.5 clinchers. Which and why?
I would lean towrds the 3.4, as i have no need for the deeper rim, but the weight difference is neglegable, and most of the comparisons i've read online are people saying they got the 3.4 and regretted not getting the 4.5.

I would go 3.4, there isn't much aero advantage between a 30mm and 40mm rim according to some random graph I was looking at a while ago. You need to go to 50 or 60mm for proper aeros, so you may as well save weight and go for the shallower ones.

Thats the reason im considering the 4.5. I'm keeping them though, so want somethinging useable... otherwise i'd be getting the 7.8 or something stupid like that!

what do you weigh? Some times I wish I had gone 30mm in cross winds ..
