Oh, well that's a maybe. It's meant to be fast which is why it fills up so if you want the best chance of getting in, you need to prove that you're fast enough for it which will mean setting a qualifying time. You could risk not having one but then you might not get in at all and you'll still not have a 100 time.
We're not talking about Nat 100, I know I will likely need a time for that.
