Not enough demand and given the production costs they'd probably lose money on each one they sold. If they raised the price they'd sell fewer and still lose out. These frames aren't mass produced.
My guess is that the companies lose a boat load of money producing special bikes for the teams, often for individual riders, but just consider this a marketing expense.
