I think part of the intention for 20 zones is that the cars that do comply will act as rolling roadblocks to keep everyone else's speed down too.
Without trying I can think of half a dozen junctions where, without fail, a car will try to "make amber" and end up going through the pedestrian crossing on the green man. More enforcement would be nice.
A quick google suggests it could be the westway I'm thinking of where they've brought in average speed cameras.
