There obviously needs to be more enforcement, but the initial effect just of its introduction is a certain decrease in speeds even without any enforcement. (I can completely understand the frustration that people feel when they see widespread non-compliance, as it brings the law into disrepute.)

Out of interest, is there any data on average speeds before introduction of 20mph zones and then after ? Also interested to see if it effects the outliers who where breaking the previous speed limits anyway

There's some, there used to be loads on the 20's Plenty site, but they have recently revamped it and while you can still access the old site, I can't find the reports section that used to be there and they don't seem to have moved the content. I'll try to dig something up later.
