The colour in itself could work, it's mainly the matching stem and chain I think look shit. No, I don't like the Talbot paint schemes I've seen, but I wouldn't post a Talbot here because they are usually forum bikes from the CP thread– I think I'd be more sympathetic toward a bike built by someone I know and possibly owned by someone I know. Probably hypocritical, yes.

Looks like a well considered build, not exactly to my taste but if it was all black would you still be criticising it?
Why shouldn't a person have a colourful bike if they're getting their dream custom bike?
They might have saved for months for it.
Do you feel the same about all the bright talbots with top levels spec?
Also fenders look absolutely fine.
