• Even if my shit old measure was out by .5mm, still doesn't explain why the bb axle sits at the wrong depth

    If your axle really was 13mm minimum across flats, the crank would be pushed out about 9mm. The error on the axle width is multiplied by 28.6 (i.e. 1/tan2°) as an axial displacement of the crank.

    Note I have an 111mm one like @pdlouche. You were measuring an 103 which works OK.

    You'd need to measure the taper angle, or at least colour in the flats with a blue Sharpie® and assemble to see whether you're getting uniform contact.
