It looks spoked, the rim looks normal, and there's some sort of glue where the white meets it

I don;t have any specific info. It came with a Colnago Master time trail bike i bought some years ago. I'm not an expert on these wheels but it looks like a wooden disk that is glued to a normal tubular rim. The wooden disk is fixed with the chainring bolts. It doesn't have any wheel covers and isn't spoked. It's a completely solid wooden disk.

Is this a disc or a spoked wheel with covers stuck on? Fixings look like chainring bolts?
Any history , info etc?
