As I said in another thread, we don't know anything about the circumstances of the crash. The E&C area has for a long time been the most hazardous traffic environment in London, with many, many fatal and serious crashes, and it is much too early to say whether the recent redesign, which I dislike, too, but which isn't yet complete, has anything to do with this fatality or Johanna Barnes' death.
What we do know is that the presence of roadworks very often results in higher levels of crashes, so that alone might be a significant factor, but it's all speculation at this stage.
