What's the cheapest I can get a custom stem? In the most basic design, not worrying about weight or fancy finishes

Because 45 degree stems that don't look like shit are hard to come by, and I like tig welded tubes. But also I'm confused why custom stems always seem to be £150+ when they're reasonably simple items.
