You're right, but the difference this morning was that the route north was completely blocked, as were the pedestrian crossings and the right turn. Just a helpful sign telling cyclists to dismount and two bods presumably telling people to walk their bikes along the pavement until they could find a place to cross. I saw one cyclist carrying his bike through the barriers and over the freshly rolled tarmac on the eastbound carriageway while a worker gesticulated at him.

Complete clusterfuck at the north end of Southwark Bridge this morning. Two people in hi viz trying to direct large numbers of cyclists confused by the unannounced blockage of the roads north and east. Clueless.
