It's true Rourke certainly aten't the only builders to use the cosmetic 'wrapover' to make the stays look like one piece of tube, but holdsworth wrapovers weren't flattened like that I don't think, but rourke definitely do make them like that. So I'd say the wrapover looks right. Not that I'm a Rourke expertperson.
Frame does look seventies ish, from the guides, made for band-ons etc. When did Rourke start? I've not seen many Rourkes that are lugged but I'm pretty sure they do make em.
Easy way to find out is check the serials, if you can find anything.
I had a Holdsworth and it was wrap round but it had a headtube badge and this does appear that it never was drilled for one, so if Rourke used diffrent means of applying branding? If that helps...hmm
