53x16 might be ok for a 200m standing start - but I would probably go a bit bigger (50x15). Really odd format for a qualifier though - you sure it won't be a flying 200m (that is normal).
53x14 (~100") for a sprint event is a BIG gear for someone who is 65kg and not a sprinter. I am a 90kg sprinter and I rarely race on anything bigger than 96" unless it's a flying 200m, keirin or a kilo. Leg speed is key here, riding a big gear won't help. 50x14 might be a better option
Using 53x15 (~92) for the other events should be fine.
Caveat - gearing is intensely personal. Really what you should do is look at what your desired cadence range will be (I'd imagine 90-95rpm if you don't race track often), look at what speed you expect to ride and pick a gear accordingly. If you know the surface is going to be bad, you might want to gear down a bit.
This Saturday I'm going to race a track onmium, but the truth is I haven't been on the track for 6-7months.

We have to race:
-200m Standing Start.
-Sprint (200m SS qualifies)
-Longest Lap
-Points race.
My best p5 is around ~350w, my best p20 is 290w and my best p120 is 260w, peak power 1100w. My cadence is around 80rpm. Weight is around 65-66kg.
Considering my "low" cadence. I'm not sure what should I use.
I have a 50T and 53T chainring and 13,14,15,16 sprocket. Could buy a 51 or 52T chainring.
My guess is that point race will be around 40-45km/h (really bumpy and old velodrome)
