you could just get the steerer extended on the track forks? Also even the frames with original forks aren't that tight so i wouldn't worry about it
The cost of getting the steerer extendended and then having the forks rechromed is going to be in the same ball park as getting a new fork made.
The clearance I'm fussed about it between the fork crown and tyre. Not bothered about the downtube clearance
