Depends on the club. GT (mentioned above) is an annual fee only - no joining fee or fee per session.
Clubs I've looked at where I am now in North London seem to ask for a joining fee and/or much more hefty annual fee. Would actually be cheaper rejoining GT as first claim and joining Highgate Harriers as second claim than just joining HH. Go figure.
I've only seen fees per session in places where they've got to pay to hire the track, which is fair enough. Haven't seen them charged to members when the session is in the park.
