If I'm buying a high price track frameset that would be used in a track environment (I know that we are at hhss) I wouldn't wan't just a ridable and safe frame, I would want something that performs to the (or better) level of money invested, that means that I wouldn't want a noodle when entering a 45 deg bank at 55km/h.
frames without seat tubes can be made ridable and safe.>
That's true for any tube on a frame*:
No top tube - any step-through ladies bike
No chain stays - Hotta
No seat stays - Giant MCM
No down tube or seat stays - Lotus
No seat tube - Kestrel
No seat tube or seat stays - Softride / Zipp
No right fork leg - Cannondale Lefty
*except the head tube perhaps?
