That would ban every TT bike made so I think I'll be ok with a mudguard.

Surely you're not suggesting CTT regulations are poorly written and open to abuse?

All regs are open to abuse. I prefer the CTT's 'you know what we mean, don't take the piss' rules. I'd hate to have to worry about UCI legal shite.
