that Nag's panto parts drooling

Does anyone know how to determine Nag production year? I have Nagasawa Special made for Keirin Racer Ainars Kiksis, but couldnt find the information about the production year

On my kalavinka BB shell there is the date printed on it. The japanese format is yy/mm/dd, hence the 10/05/27 shows it was made in 2010. Possibly helpful.

Why does this slope to the front? Fork too short or deliberate design (as perhaps for the rider mentioned)?
