I bought all the Thule parts I needed second hand off EBay for a grand total of £60.
You can find online somewhere the product numbers for the three parts you need (bars, footpack and fitting kit) and should be able to do it for cheap as well.
I was recommended the Elite San Remo bike carrier to go on there - it doesn't feel like there's enough holding the bike on, but it's not fallen off yet.
For those that don't yet have me on ignore: roof racks. What's a good option? Would like to carry two bikes.
Also, anyone care to place bets on how long it is before I forget they're up there and try to park in my building's covered car park?
