Depends almost entirely in HED I would think, and how much they want to licence the design.
Smaller companies like Flo Cycling and Boyd might be priced out of existence- or HED might simply be defending its IP, and want a nominal sum alongside the licence agreement stating that the wide aero rim is produced under said licence.
The Chinese factories are going to laugh all the way to the bank if it's the first, show me the money, situation with HED.
