If you're happy that there's enough quill left in that stem then I bet it'd be a lot easier to find a shorter quill bolt/get the thread cut further up than to team out the interior of the steerer.

You're right, thing is I don't know if it's in far enough, it looks like quite a conservative amount of quill actually goes in even after I cut it down drastically. I've not ever seen a quill with that short an insert.
Will probably get the thread on the bolt extended anyway, this is where it sits in the bike now

To get a quill in I had to cut it down, the hand file marks where it sits in the frame after being cut:
It's pretty frustrating as the expander bolt isn't threaded far enough up for me to now tighten the wedge up
