To get a quill in I had to cut it down, the hand file marks where it sits in the frame after being cut:
It's pretty frustrating as the expander bolt isn't threaded far enough up for me to now tighten the wedge up

If you're happy that there's enough quill left in that stem then I bet it'd be a lot easier to find a shorter quill bolt/get the thread cut further up than to team out the interior of the steerer.
