With HHV being outdoor and partial to a nasty bit of wind, I'm thinking shallow rims will be both period correct and the sensible choice for the conditions...

    Any clincher will be wrong if you're aiming for period correct.

    I wouldn't worry about the wind unless you're considering a badly designed 80mm deep rim. Something in the 30mm range will be fine and build up in a nicer set of race wheels than a poseur shallow rim. I've got some Halo Caliber (Kinlin XR380) waiting to build into track wheels, but if I were starting from 2016 I'd probably go for the DT RR511 (or Kinlin XC279 if I were even more of a pauper) for track training/league. You're obviously only 12 years old if you think your bike is old, we had 30mm deep rims by 2000 :-)
