I tend to carry any and every tool I might need for anything up to a major service - admittedly for 60 year old mopeds - the only thing I've actually used out on the road has been a plug spanner (plug whiskers - an issue with small old 2 strokes) and even then it's only once every three or four years when I get caught out. I would have thought that most tools are for servicing - something to be done at home - but if you must carry tools I'd add a plug spanner, adjustable spanner, and tire levers to your list - they can be carried in the space your jump leads might otherwise occupy.
tl;dr correct - don't bother with anything else if you've got a phone.
IMO carrying jump leads is bonkers. Just learn to bump start.
