20mm shorter top tube (20mm extra stem length) brings you 20mm closer to the wheel you are sucking.

That's why they used to use 24" lopros for the Olympic TTT - to get closer to the rider in front.

Not possible because of the HT angle needed to get the same trail as with 700c wheels. (super slack HT angle brings the 650c in the same place as a 700c).
