Assume you are refering to part number 4
Stops the crank from wandering off the arm if you don't tighten the bolts down enough, and prevents you from tightening the bolts too much.
No, you don't need it.
That is the one. Must have fallen between the floorboards in my post-cross clean up. Thanks.
