Anything labelled Heavy Duty from one of the online retailers should be ok but you will always need to add additional features - shed shackle, door hasps, ground anchor, tamper proof bolts etc.

I bought one of these and have it in my front garden, opening out onto the street.
I put a sheffield stand in it.
It says it is for 2 but it can get 4 road bikes in, if you only get 1 out regularly.I love it.
