I'm really not sure from looking at other Tommasini air lo pros (there really aren't many), they all appear to have 650c fronts. There is only one that I saw that didn't but that one doesn't appear to have the original columbus air fork (2nd pic).
The brake hole has been filled.

Are you sure it's not supposed to have a 700c front wheel? The angles and bottom bracket drop look alright as is, and the toptube would be even steeper as it is right now.
