I'm not sure that you can buy cones individually, but a complete axle set as shown below won't cost you much: eBay, SJS etc etc.
Even if your LBS don't have the complete assembly, they'll likely have an odd cone rattling around in the spares box.

It is part of the locknut. The hub has a press in cartidge bering, followed by two thin locknuts, the shinny one being the second of the two with a nice nurling to grip the fork.
I also would like to know where to get them, but you could improvise with a thin nut (like the one labelled "Locknut" in picture above) with the relevent 9mm (prbly) thread. -

Surly do one, only place I found them when I needed one on the past was Jenson USA, I would try your lbs though

Hello folks,
The highlighted part of my Gran Compe hub split in half (picture below) - slightly bemusing as it hasn't happened in 16 years of riding fixed. Which also makes me feel a bit silly as I should know what it is - I certainly use my cone spanners on them, but is it a cone? Thought I'd embarrass myself on here before I do it in my LBS. Also would like to know where to get one.
