Headset needs tightening
Headset needs a spacer or there is nothing to tighten it against. This bike isn't safe to ride, get it properly built or sell the parts separately.

sorry , but if this is a combined effort, i fear for the iq of the individual
or are you the seven dwarfs, hence being unable to reach the bars to achieve a decent angle?
