Excuse my ignorance, but what is the logic in having a friction shifter on the back of the seat tube? I have some ideas as to why, but I have never seen this before!

This is a 1993 model. The frame is made of Hardlite FM-1 Splined, triple butted Chrome Molybdenum tubing manufactured by Miyata Industry Co. Ltd
The fork is made of Hi-Manga HM-2 Special Manganese steel tubing
eyelets for fenders and racks, cantilever mounts, seattube dynamo lever , shimano dropouts front and back.
Frame is in very good condition, no dents, straight, stiff.
Paint has some marks. on the fork crown there is missing some paint but there is nice chrome underneath it so its easy to remove and you will have a nice chrome fork crown
But overall condition is very good.
