There's a splice in the seat stay about half way between the brake bridge and the dropout.

I now remember having seen this. Another thing I've forgotten: was this home made/customized? Maybe @mdcc_tester knows. Is the "Frame Doctor" sticker on the stays a give away?

Wonder how safe this is.
