Personally at that time I'd just take Commercial Rd, East India Dock Rd etc but CS3 is also fine. If you know which end of Excel you want, west entrance is much easier from Lower Lea Crossing. East end from either dockside or Victoria Dock Rd is fine (cross rd onto pavement just before Prince Regent).
