I've got an hex key skewer on my track wheel and if I tighten it a lot then it starts to restrict the wheel turning. Is that normal, or indicative of a problem?
It's indicative of too little bearing clearance. When the skewer is under tension, the axle is under compression. It squashes enough to move the bearing clearance from OK to binding if there's not enough clearance before you tension the skewer.
