Looks like a CETMA 5-rail (maybe with different stays) to me. Edit: Different bike you reacted to, apologies.

Might be (partly) right, I think in front of the fork possibly. You can see some metal bits just behind the v-brake I think. I would imagine that fender not being very sturdy though.

Jesper is correct: one burly bracket behind the crown
Rack is one of the older cetma 5 rails
The front fender is made of thick plastic, so its super sturdy. Its designed as a rear city mtb fender.
