Looks like a CETMA 5-rail (maybe with different stays) to me. Edit: Different bike you reacted to, apologies.

Might be (partly) right, I think in front of the fork possibly. You can see some metal bits just behind the v-brake I think. I would imagine that fender not being very sturdy though.

It's this one, they're highly available in France although not so much in the UK. Can really hold a load as well.
